Everyone has the potential to become psychic in my opinion. Think of the percentage of our brains that we don’t use. What is it for? What COULD it be for?
You can meditate, you can develop your empathy skills… there ARE things you can do but the truth of it is, it’s a talent just like everything else. Anyone can learn to play chords on a guitar. Few people can play like Eric Clapton.
It is possible, but it isn’t something that would just happen in a week or so. You have to devote your self to it, for years even. The first thing you have to do is believe that you can do it and truly want it. There is a lot of potential in just believing; try practicing if you’d like (try moving things with your mind or something). This may all sound crazy, but if you put your mind to something; nothing is impossible. If you want it then never give up!

The best advice is meditation and guided meditations.
Finding a tool such as tarot can be a great aid.
Meeting up with friends who have the same interests can be fun as you can share etc.
If you wish to develop then be prepared to dedicate your time, have an abundance of patience & be prepared to face yourself ~ warts n all.
